Job summary

The City of Portsmouth is seeking a Compensation Program Manager to oversee pay information in the HRIS and ensure compliant administration of compensation programs. This role requires professional tact with employees and executive management, and will report to the Director of Human Resource Management.

Qualifications

• Knowledge of organizational development theories and practices.
• Knowledge of human resources and modern business principles, theories and practices and related laws and regulations.
• Experience with municipal government programs and HRIS systems.
• Ability to analyze descriptive data and write reports.

Responsibilities

• Manages the development, implementation and administration of compensation and incentive programs.
• Manages and produces the City’s Compensation Plan.
• Monitors effectiveness of compensation practices and recommends changes.
• Ensures compliance with federal, state and local compensation laws and policies.
• Develops data presentation techniques and oversees salary surveys and reports.
• Advises staff on pay decisions, policy interpretations, and job evaluations.
• Acts as liaison to IT on HRIS issues and tests system functionality.
