Job summary

DCAS seeks a Staff Analyst to join the Fiscal and Business Management Line of Service’s Capital Budget Unit as a Capital Budget Analyst. You will report to the Capital Budget Director and handle a broad range of financial and administrative activities related to the DCAS capital program.

The role requires strong budgeting and analytical skills, experience with city capital budgets, and excellent communication.

Qualifications

• A master’s degree or JD as stated in minimum qualifications.
• Experience with public budget process and fiscal management preferred.
• Strong communication, organizational and analytical skills.
• Experience with city budget processes and capital budgeting is a plus.

Responsibilities

• Review packages submitted by DCAS Fleet Management and Energy Management (DEM).
• Ensure payment packages contain all required documentation outlined by contract.
• Perform extensive analysis of payment packages including invoices, contract prices, and retainage.
• Flag discrepancies in payment packages to prevent overpayments.
• Create comprehensive payment vouchers and ensure proper deductions and retainage.
• Ensure timely payments to avoid service interruption or contract termination.
• Coordinate with stakeholders including construction firms, project managers, and audits.
• Update payment tracking reports and monitor interest payments.
