Job summary

Office of Management and Budget in Washington, DC is seeking a Procurement Analyst (GS-1102-13/14) to support policy development and compliance with domestic preference laws and associated guidance.

The role includes reviewing policy related to Buy American Act and the Make PPE in America Act, drafting memoranda and briefings for leadership, and leading cross-agency procurement groups to improve agency procurement processes, oversight, and training programs.

Qualifications

• One year of specialized experience at or equivalent to GS-12
• Experience evaluating procurement information for Buy American Act and FAR
• Experience advising stakeholders on procurement procedures
• Experience developing procurement policy
• Experience presenting policy analyses to diverse audiences

Responsibilities

• Reviews policy and inputs for efficient implementation relating to Made in America laws, regulations and guidance.
• Processes implementation and policy oversight with focus on Buy American Act and Make PPE in America Act.
• Drafts memoranda, presentations and other written communication for OMB leadership and Made in America offices.
• Leads intra-OMB or interagency working groups relating to procurement or Made in America laws.
• Supports Made in America Office training and agency oversight responsibilities.
• Evaluates government-wide procurement waiver requests.
