Job summary

Doña Ana County is seeking a Senior Financial Planning and Budget Manager to oversee strategic planning, budgeting, and financial oversight for the county-wide operating and capital programs. The role directs departments, develops performance measures, and ensures alignment with the county’s strategic plan and fiscal policies.

Qualifications

• Bachelor's degree in Business Administration, Public Administration or a related field.
• Four (4) years of accounting, budgeting, financial analysis, or financial management experience, including one (1) year supervisory experience.
• Valid driver’s license and acceptable driving record in accordance with County policy.
• Must pass pre-employment background check and driving record check.
• Knowledge of GAAP, budgeting methods, and financial reporting.

Responsibilities

• Develop and monitor performance measures, financial performance, and key operational indicators against budget and strategic goals.
• Lead annual and multi-year budgeting processes with department heads.
• Prepare monthly, quarterly, and annual financial and budget reports and present to stakeholders.
• Provide financial modeling, forecasting, and cost-saving analyses to optimize resource allocation.
• Supervise budget staff and deliver training on budgetary and fiscal compliance.
