Job summary

The Town of Holly Springs seeks an accomplished Director of Budget, Innovation, and Strategy to lead budget strategy, strategic planning, and organizational performance. Reporting to the Chief of Staff, this role supervises two Budget Analysts, a part-time grant writer, and a graduate-level intern.

The Director translates big-picture priorities into sound financial plans, advises the Town Manager and Council, and collaborates across departments to drive capital planning and long-range fiscal

Qualifications

• Bachelor's degree in business, social sciences, public administration, or related field.
• At least five years of progressively responsible public-sector management experience, including significant financial or budgetary responsibilities.
• At least two years of supervisory experience.
• Master's degree and NC Budget Officer certification are preferred.

Responsibilities

• Manages the annual budget process, prepares budget documents and attends hearings.
• Provides daily budgetary management and staff leadership.
• Advises Town Manager and Town Board on fiscal impact of resolutions, ordinances, contracts, and staffing changes.
• Leads strategic planning, organizational performance, and capital improvement planning.
• Coordinates reports for Town Council and supports intergovernmental coordination.
