Job summary

The City of Everett is seeking a Budget & Financial Analyst to support operating and capital budgets, forecasting, and performance measurement. You will work across budgets, payroll, staffing, and capital planning to provide clear analyses for city management.

Under the Budget Director, you will build models, produce budget-to-actual analyses, and help maintain the city’s transparency portal while collaborating with multiple departments.

Qualifications

  • Bachelor’s degree in Finance, Accounting, Economics, Business Administration, Data Analytics or similar field and 1–3 years of related professional experience.
  • Strong quantitative analysis and practical problem-solving abilities.
  • Proficient in Microsoft Excel with data cleaning and multi-sheet analysis.
  • Ability to work independently with minimal supervision.
  • Working familiarity with budgets and basic financial concepts.
  • Experience with forecasting or data analytics is a plus.

Responsibilities

  • Assist with the preparation, administration and monitoring of City’s operating and capital budgets.
  • Analyze budgets, actual expenditures, revenues, payroll, staffing and other financial information; prepare budget-to-actual and variance analyses; investigate unusual activity and significant departures from plan.
  • Maintain revenue forecasting models and projections to support budget development and long-range financial planning.
  • Maintain the City’s budget database, ensuring accuracy and integrity of budget information, and assist in the preparation and distribution of the annual operating and capital budget book.
  • Collect, clean, reconcile and analyze information from financial systems, payroll records, departmental files, and other sources; identify data issues and document assumptions.
  • Conduct research and benchmarking with municipal departments and peer communities to evaluate user fees, charges, and cost recovery; prepare analysis to update fee schedules and policies.
  • Create clear, repeatable models and reports for staff to understand and use.
  • Monitor and report on departmental KPIs in support of performance-based budgeting.
  • Collaborate with Finance and other City departments on special projects and financial transparency initiatives.
