Qualifications

• Bachelor's degree in Business, Finance, Engineering, Social Sciences, or a related field.
• Seven years of relevant work experience, particularly in DOW finance, accounting, or budget analysis.
• Mid-level understanding of MPN and Manpower Domain Knowledge including drivers of military personnel costs.
• Ability to present complex data in decision-ready tables, charts, and short narratives for senior leaders.
• Active SECRET Clearance, and the ability to maintain it throughout employment.

Responsibilities

• Strong financial analyst for budget formulation and cost-benefit analysis, forecasting, and execution tracking for large Navy budgets.
• Perform manpower costing, financial (costing) modeling, and resource planning.
• Reconcile execution data across financial, manpower, personnel systems with understanding of decisions behind actions.
• Develop analytical tools to evaluate program alignment with priorities and resources.
• Track monthly execution and forecasting for MPN appropriations including ADOS and reimbursables.
• Interact with subordinate staffs, N1, and OPNAV staff to coordinate information requests.
• Develop status reports, issue papers, and perform program risk assessments.
• Provide monthly spend plan tracking on tight deadlines.
