Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a Budget & Acquisition Analyst in Chantilly, VA to support budgeting, procurement, and acquisition processes for national security programs.

You will collaborate with government agencies, develop budget strategies, and perform cost analyses while ensuring compliance with Federal laws and IC guidelines. A TS/SCI clearance with poly and strong Excel skills are required.

Qualifications

• U.S. citizenship with TS/SCI + poly clearance at date of application.
• BA/BS in Business, Finance, Economics, or related field.
• 4+ years of related work experience.
• Knowledge of Federal Appropriations Law and IC budget principles.
• Experience with acquisition management regulations and system baselines.
• Excellent written and verbal communication skills.
• Ability to report to Chantilly, VA location full-time.

Responsibilities

• Performs work with government procurement agencies in support of budgeting and acquisition processes, defining proposals (RFQ) and qualifying vendors.
• Applies knowledge of defense acquisition process to develop and execute strategies that support budgeting and acquisition processes, policies and procedures.
• Analyzes and evaluates new initiatives, technologies, and programs to meet mission requirements.
• Conducts requirements analysis to support acquisition of future year's labor, equipment and facilities.
• Works with the client's senior managers to develop the organization's budget.
• Develops and executes an objective and integrated methodology for resource allocation and subsequent budget execution to achieve the results of required acquisitions; develops and drafts required acquisition pre-award documentation.
• Performs cost benefit analyses to review financial requests, assess program and technical trade-offs, and explore alternative funding options.
• Monitors and reports performance against plans to ensure that contractual, cost and schedule objectives are met.
• Arranges modifications as required; ensures compliance with financial and acquisition regulations, manuals and procedures.
• Conducts cross program analyses at the program office.
• Identifies trade-offs within and among competing programs and provide executive managers with resource alternatives.
• Maintains Directorate and/or Agency-wide budget tracks at directorate, project, sub-project, and MSA levels.
• Reviews Directorate and Agency level data in the NEXT, Agency FIRST, and Intelligence Resource Information System.
