Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a Budget & Acquisition Analyst to support budgeting and procurement for government programs, developing and executing acquisition strategies and cost analyses.

Based in Chantilly, VA, the role requires TS/SCI + Poly clearance, a BA/BS in a related field, and 4+ years of experience. The successful candidate will work with senior managers to align budgets with mission objectives and ensure compliant, efficient finance operations.

Qualifications

US Citizenship with TS/SCI + Poly clearance at date of application.
4+ years of related work experience.
Knowledge of developing briefs and reports for project leadership team review.
Demonstrated knowledge of Federal Appropriations Law, concepts and principles, and Federal and IC budgetary principles.
Demonstrated knowledge of acquisition management regulations, practices, and Acquisition Program Baseline development.

Responsibilities

Perform work with government procurement agencies in support of budgeting and acquisition processes, defining proposals (RFQ) and qualifying vendors.
Apply knowledge of defense acquisition process to develop and execute strategies that support budgeting and acquisition processes, policies and procedures.
Analyze and evaluates new initiatives, technologies, and programs to meet mission requirements.
Conduct requirements analysis to support acquisition of future year’s labor, equipment and facilities.
Work with the client’s senior managers to develop the organization’s budget.
Develop and execute an objective and integrated methodology for resource allocation and subsequent budget execution to achieve the results of required acquisitions; develops and drafts required acquisition pre-award documentation.
Perform cost benefit analyses to review financial requests, assess program and technical tradeoffs, and explore alternative funding options.
Monitor and reports performance against plans to ensure that contractual, cost and schedule objectives are met.
Arrange modifications as required; ensures compliance with financial and acquisition regulations, manuals and procedures.
Conduct cross program analyses at the program office.
Identify tradeoffs within and among competing programs and provide executive managers with resource alternatives.
Maintain Directorate and/or Agency-wide budget tracks at directorate, project, sub-project, and MSA levels.
Review Directorate and Agency level data in the NEXT, Agency FIRST, and Intelligence Resource Information System.
