Job summary

Ada County is seeking a Benefits Administrator to lead our diverse county-wide benefits program. You will supervise staff, coordinate with brokers and vendors, and develop education strategies to help 2,300+ employees maximize value.

The role requires strong communication, strategic thinking, and experience with ERISA/ACA compliance. Remote work is limited; primarily office-based with training-based flexibility.

Qualifications

• Bachelor’s Degree from an accredited university in Business Administration, Public Administration, Human Resource Management or a related field OR an equivalent combination of education and experience.
• A minimum of five (5) years of previous related work experience and at least (2) years supervising a team or serving as a lead.
• Certified Employee Benefits Specialist (CEBS), Professional Human Resources certification (PHR), Society for Human Resource Management certification (SHRM-CP), preferred.
• Knowledge of ERISA, COBRA, ACA, IRS, DOL that impact employee benefits; ability to explain complex information clearly.

Responsibilities

• Lead benefit program operations including medical, dental, vision, life, disability, retirement, and wellness.
• Analyze utilization trends and market data to inform plan design and cost containment.
• Provide strategic recommendations to leadership on benefits offerings and regulatory updates.
• Coordinate with Budget & Finance, Payroll, Legal, and agency leadership to align benefits strategies.
• Develop and manage communication strategies, open enrollment campaigns, and employee education.
• Supervise benefits staff and manage enrollments, data integrity, and invoicing.
