City of Indianapolis & Marion County's Department of Business & Neighborhood Services seeks a supervisor for permitting, inspections, and stormwater enforcement. The role leads staff, coordinates with DPW and DMD, and ensures compliance with floodplain and drainage standards.

The incumbent will assign work, provide training, monitor performance, and contribute to process improvements while upholding local, state, and federal regulations. Strong communication is essential.

Qualifications

• Bachelor's degree in related field and two (2) years’ related work experience in construction or related industry; five (5) years may substitute for formal education.
• Must understand and interpret construction plans, as-builts, and stormwater and drainage designs.
• Knowledge of local, state, and federal regulations; ability to obtain position-specific certifications.
• Ability to communicate effectively, both orally and in writing, with inspectors, peers, contractors, and the public.

Responsibilities

• Oversee permit review staff and field inspectors for floodplain, private stormwater drainage, driveways, and street construction projects.
• Provide training, guidance, direction, and supervision to ensure proper code and policy enforcement.
• Assign staff workload and monitor productivity while identifying process improvements for efficiency.
• Coordinate issuance of permits and inspections with consultants and staff to ensure timely compliance.
• Interact with residents, contractors, developers, and agencies to address permitting inquiries.
• Develop and maintain permitting and inspection data for regular and annual reporting.
• Conduct field inspections to assess quality of inspections and workload management.
• Review violation cases for accuracy and assist with legal case file preparation.
• Investigate accidents or injuries and prepare related reports.
• Drive operations improvements to reduce turnaround times and improve customer service.
• Ensure safety procedures are followed and provide expert testimony when required.
• Supervise AFSME union and non-union staff, adhering to HR guidelines and AFSME contract.
