Qualifications

• Bachelor's degree in related field and two (2) years’ related work experience in construction or related industry; five (5) years may substitute for formal education.

• Knowledge of local, state, and federal regulations; ability to obtain position-specific certifications.
• Ability to communicate effectively, both orally and in writing, with inspectors, peers, contractors, and the public.

Responsibilities

• Oversee permit review staff and field inspectors for floodplain, private stormwater drainage, driveways, and street construction projects.
• Provide training, guidance, direction, and supervision to ensure proper code and policy enforcement.
• Assign staff workload and monitor productivity while identifying process improvements for efficiency.
• Coordinate issuance of permits and inspections with consultants and staff to ensure timely compliance.
• Interact with residents, contractors, developers, and agencies to address permitting inquiries.
• Develop and maintain permitting and inspection data for regular and annual reporting.
• Conduct field inspections to assess quality of inspections and workload management.
• Review violation cases for accuracy and assist with legal case file preparation.
• Investigate accidents or injuries and prepare related reports.
• Drive operations improvements to reduce turnaround times and improve customer service.
• Ensure safety procedures are followed and provide expert testimony when required.
• Supervise AFSME union and non-union staff, adhering to HR guidelines and AFSME contract.

Agency Summary

The purpose and mission of the Department of Business & Neighborhood Services (DBNS) is to protect and improve the quality of life of persons and animals in the City of Indianapolis. DBNS is the City of Indianapolis and Marion County’s principal department responsible for business licenses, residential and commercial permits, and the enforcement of the Revised Code of Ordinances of the Consolidated City and County.

Job Summary

Position is responsible for performing supervisory duties for employees and processes related to permitting, inspections, and enforcement operations and ensuring compliance with floodplain, stormwater, sediment control, transportation standards and more. Incumbent will be responsible for staff assignments, trainings, and identifying and assisting with process efficiencies to ensure the Department's private stormwater permitting and inspection practices consistently adhere to local, state, and federal guidelines. Incumbent is expected to be familiar with the associated codes, ordinances and regulations to assist with research and compliance measures. The role will coordinate regularly with the Department of Public Works, the Department of Metropolitan Development, contracted vendors, and internal/external partners. This position requires a high degree of initiative and independent judgment.

• Assists the Program Manager: Stormwater in the direct oversight of permit review staff and field inspectors responsible for floodplain, private stormwater drainage, driveways, and street construction projects.
• Responsible for providing training, guidance, direction, and direct supervision of staff to ensure proper code and policy enforcement.
• Responsible for staff assignments and monitoring staff productivity while identifying and implementing process improvements necessary for providing efficient and effective services.
• Works cooperatively with consultants and staff to ensure the issuance of permits and scheduled inspections occur timely and in compliance.
• Interacts regularly with residents, contractors, developers, and other agencies to address permitting or field related inquiries.
• Assists in the development, maintenance and tracking of permitting and inspection data required for use in regular and annual reporting.
• Regularly performs field inspections to assess the quality of inspections performed by staff and/or when workload demands.
• Responsible for reviewing violation cases for accuracy and assisting with legal case file preparation when applicable.
• Investigates employee accidents or injuries and prepares associated reports.
• Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
• Ensures staff follow all safety procedures as outlined in the Employee Safety Handbook.
• Provides expert witness testimony on behalf of the City in legal proceedings.
• This position supervises ASFME Union staff, as well as non-union staff, and must ensure staff are adhering to both the HR City-County Handbook guidelines as well as the latest edition of the AFSME Union contract, as applicable.

Must have ability to communicate effectively and professionally, both orally and in writing, on technical or complex matters with inspectors, internal peers, contractors, and public. Experience managing and/or working with union-represented staff preferred.
