Job summary

The State of Maine is seeking a Mental Health Program Manager within the Office of Behavioral Health (OBH) to develop and implement statewide policies, procedures, and plans that ensure effective, client-centered public mental health services. You will oversee contracts for services to improve community programs and services and work with providers statewide.

Qualifications

• 8 year combination of education and/or professional experience in social services, including two years in program management.
• Experience working with adults who have serious mental illness or overseeing service providers.
• Experience with contracts management.
• Knowledge of assessments and evidence-based practices for mental health services.

Responsibilities

• Provide support and oversight of OBH programs, including working with providers to fund needed mental health services statewide.
• Monitor and evaluate program efficiency and effectiveness through performance measures and metrics.
• Draft contractual agreements, including budget documentation.
• Collaborate with the OBH Contracts Team to finalize provider agreements.
• Analyze OBH contract performance with contract administrators, finance, and Data Team to forecast spending trends.
• Conduct site visits to mental health agencies to ensure grant contract and MaineCare policy compliance.
• Analyze service encounter reports to determine eligibility of services.
