Job summary

Novartis seeks a strategic Head of State Policy to lead the development of forward-looking state policy strategies that advance patient access and pharmaceutical innovation across priority states. You will manage the State Policy team and Translate trends into enterprise positions and advocacy guidance.

Based in Washington DC or East Hanover, NJ, the role collaborates with US Public Affairs and the US business to anticipate risk, identify opportunities and strengthen Novartis impact.

Qualifications

• Bachelor’s degree required; advanced degree preferred.
• Experience in state health policy, government affairs or public policy in pharma or life sciences.
• Proven people-management experience in a matrixed organization.
• Ability to develop policy strategy and translate analysis into advocacy recommendations.
• Fluency with AI tools and capabilities for responsible use.
• Enterprise mindset connecting cross-functional priorities.
• Strong executive communication and stakeholder-management skills.

Responsibilities

• Lead development and alignment of positions on priority state policy issues affecting patient access and innovation.
• Manage and coach State Policy team and foster learning in AI-enabled work.
• Direct predictive policy analysis to identify trends, risks and opportunities.
• Translate policy positions into advocacy messages, tools and resources.
• Connect insights across US Public Affairs and US business to accelerate learning.
• Represent Novartis in trade associations to shape industry policy positions.
• Oversee executive briefings and policy materials on topics like drug pricing and 340B.
• Establish objectives and measures for the State Policy function and knowledge sharing.
