Job summary

Novartis Group of Companies seeks a Head of State Policy to lead forward-looking state policy strategies in Washington DC or East Hanover, NJ. You will manage the State Policy team, turning legislative trends into enterprise positions and advocacy guidance to support patient access and innovation.

The role collaborates with US Public Affairs and the US business to align state priorities with global objectives, shaping industry policy through trade associations and educating stakeholders.

Qualifications

• Bachelor's degree required; advanced degree preferred.
• Significant experience in state health policy or public policy in pharma or life sciences.
• Proven people-management and leadership in a matrixed organization.
• Ability to develop policy strategy and translate analysis into advocacy recommendations.
• Fluency with AI tools and responsible-use practices within policy work.

Responsibilities

• Lead development and alignment of state policy positions on patient access and pharma innovation.
• Coach and develop the State Policy team and foster learning in AI-enabled ways of working.
• Direct predictive policy analysis for three-to-five-year trends and risks across priority states.
• Translate policy positions into advocacy strategies and materials for priority engagements.
• Represent Novartis in trade associations to shape industry policy positions and external strategies.
• Oversee executive-ready briefings and resources on drug pricing, 340B and patient access.
