Kyndryl in the United States seeks a Government Leader (Consult Partner) to drive large-scale digital transformation for California state and local agencies. You will craft modernization roadmaps, engage C-level leaders, and guide IT infrastructure, cloud, and cybersecurity programs.

In a lean, autonomous role, you will originate engagements, negotiate pricing, manage risk, and lead cross-functional resources to deliver measurable public sector value across multi-year programs.

Qualifications

• Proven experience leading consultative technology sales, advisory services, or IT transformation in California State & Local Government.
• Success building relationships and closing complex technology agreements with State CIOs and procurement leaders.
• Background in management or technology consulting with responsibility for revenue targets and margins.
• Ability to independently manage end-to-end client strategies, deal pricing, and cross-functional teams.
• Experience with state public contracting laws, budget cycles, and regulatory frameworks (StateRAMP, FedRAMP, CJIS, HIPAA).
• Experience at top-tier management or technology consulting firms.
• Bachelor's or Master's degree in Business, IT, Public Administration, or related field.
• Public cloud certifications (AWS, Azure, Google Cloud) or related credentials.

Responsibilities

• Drive significant commercial outcomes across State and Local government accounts via new engagements and transformations.
• Originate, scope, and close high-value consulting opportunities with end-to-end fee negotiations.
• Navigate public sector procurement vehicles (RFPs, RFIs, NASPO, OMNIA, GSA schedules).
• Serve as trusted advisor to State CIOs and agency executives on IT modernization roadmaps.
• Lead pre- and post-deal execution with independence, pricing strategy, and risk mitigation.
• Foster relationships across departments and public higher education aligned with state IT priorities.
