Parsons Corporation is seeking a Senior Subcontract Administrator for a remote role with a preferred DMV (DC-MD-VA) location. You will manage cradle-to-grave subcontract activities, from source lists to closeout, ensuring contract terms align with project requirements and company policies.

Ideal candidates have 5+ years of subcontracting experience, strong communication, and outstanding organizational skills, with US citizenship.

Responsibilities

• Prepare recommended source lists of qualified subcontractors and coordinate with project management.
• Prepare RFP forms and ensure proposal packages are complete and accurate.
• Evaluate subcontractors' responses, assess capability, negotiate terms, and prepare contracts.
• Prepare subcontract documents and amendments, including flowdown requirements from prime contracts.
• Create reports and contractual correspondence for management and clients; maintain tracking records.
• Maintain subcontractor files and payment records; support closeout actions and record retention.

Job Description:

Parsons is looking for an amazingly talented Sr Subcontract Administrator to join our team!

This is a remote position with a preferred location of the DMV (DC-MD-VA) area.

What You'll Be Doing:

• Prepares recommended source lists of qualified subcontractors, drawing upon their past performance experience. Coordinates the list with project management and client recommendations.
• Prepares Request for Proposal form and verifies accuracy and completeness of proposal packages. Interfaces with affected sections to clarify and ensure that all necessary data has been included.
• Receives subcontractors' responses to requests for proposals, determines each subcontractor's ability to meet Company and project requirements, and negotiates the terms and conditions. Prepares and issues contracts commensurate with delegated procurement authority.
• Prepares subcontract documents and amendments, including identification and inclusion of flowdown requirements from the prime contract. Ensures that terms and conditions will be appropriate.
• Prepares reports and contractual correspondence for project management and client. Establishes and maintains accurate tracking records tailored to each subcontract.
• Maintains and updates subcontractors' files to include records of payment.
• Performs subcontract closeout actions, completes file documentation, and forwards subcontract files to storage. Ensures retention of hard copy of reports and claims for seven years.
• May provide technical guidance to lower-level Subcontract Administrators. May make assignments and review completed work.
• Serves as liaison between subcontractor and procurement personnel.
• Performs other responsibilities associated with this position as may be appropriate.

What Required Skills You’ll Bring:

• Bachelor’s degree in Business Administration (or related field)
• 5+ years of related work experience involving typical subcontracting activities
• US Citizen
• Ability to communicate effectively with internal and external customers
• Strong organizational and workflow skills and required
• Must be able to adapt to and be a positive agent for change

What Desired Skills You’ll Bring:

• Proficiency using MS Office products
• Development of overall understanding of procurement principles and concepts, including, but not limited to, solicitation of proposals, proposal analysis, award and administration of subcontracts, and closeout procedures associated with cradle to grave procurement responsibilities

Preferences:

• Defense Industry experience
• Supply Chain Management Degree
• Costpoint or other similar financial systems used to execute agreements
• Knowledge of purchasing practices in the technical engineering labor subcontracts industry, excellent communication skills, and demonstrated proficiency in utilizing Cost Point Procurement systemsis preferred
• Experience managing IDIQ/TO (task orders)
• Construction subcontracting experience

Salary Range: $88,400.00 - $154,700.00
