Job Title: Procurement Specialist
Performs professional procurement of supplies, services, materials, and equipment ranging from routine to complex.
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. These essential functions require a consistent presence in the work environment on a regular basis and regular attendance must be maintained.
- Receives and processes purchase requisitions from all organizations and determines whether the purchase is from current contracts or whether vendors need to be solicited.
- Attends vendor Fairs/Expos.
- Obtains price quotes from vendors and orders commodities requested by the organizational unit.
- Prepares solicitation documents (RFP, IFB, etc.) and processes the procurement from advertising through contract award.
- Prepares bid tabulations and/or scoring matrix from responses submitted.
- Evaluates bids and makes recommendations for award.
- Prepares a variety of logs, records, and reports and maintains the filing system, including correspondence, requisitions, and purchase orders.
- Confers with vendors, their representatives, Opportunity Home staff, and maintenance personnel regarding service requests, purchases, price quotes, and disputes.
- Assists in the administration of the P-Card program, including training, reporting, and record keeping.
- Trains internal Opportunity Home staff on procurement policies and the processes related to the JDE Procurement Module.
- Assists with the disposal of surplus, excess, or salvage property.
- Performs due diligence on new vendors and contract awardees.
- Provides documentation and information for Board of Commissioner’s approval memos.
- Provides guidance to department staff related to help logs submitted to procurement.
- Maintains the purchase order system, including adjustments and cancellations.
- Assists in miscellaneous administrative and clerical duties.
- Provides support and training for the Purchasing Agent position.
- Completes all duties as assigned or requested, including in emergency situations at properties or locations serving residents or employees.
- Participates in Trauma Informed Care (TIC) initiatives, including training and projects, to maintain TIC certification.
- Recognizes the importance of data governance, understanding roles such as Data Trustee, Data Stewards, and Data Users, and collaborates effectively with these roles.
- Uses Generative AI solutions ethically and responsibly.
- Performs other duties as assigned.

Education and Experience
Required:
- Two or more years of college coursework in business administration, political science/public administration, accounting, finance, or related fields.
Experience:
- Four years of experience in public procurement or related fields.
- Ability to learn and use cloud applications such as Google GSuite and Microsoft Office 365.
- Successful completion of background checks, education, and work history verification.
Preferred Qualifications
- Ability to learn cloud technologies like LucidChart; experience with Vizio or similar; understanding of VPN access.
Licenses and Certifications
- Ability to earn certifications from governmental procurement organizations within 18 months.
- Texas Class “C” driver’s license and insurability.
Technical Skills
- Knowledge of procurement laws, CFR regulations, and supply chain principles.
- Proficiency in Microsoft Excel, Word, Outlook, or Google applications.
- Research skills, computer literacy, and the ability to interpret and analyze written submissions.
