Job summary

Quantech Services Inc. located at Hanscom AFB, MA, is seeking a Senior Program Manager for the C3I&N Directorate to lead complex DoD programs with focus on cost, schedule and performance management.

You will coordinate with program office teams, stakeholders, and industry to address requirements and emerging technologies, and you will draft acquisition strategies and RFPs while supporting reviews to senior leadership.

Qualifications

• Master’s degree (MA/MS) and 10 years of experience, including 5 years in DoD.
• Bachelor’s degree (BA/BS) and 12 years of experience, including 5 years in DoD.

Responsibilities

• Apply DoD DoDI 5000.2 principles to strategic and tactical program planning.
• Assist baselining schedule and cost, propose viable solutions and alternatives.
• Plan, research, analyze system acquisition for development, production and deployment.
• Coordinate exchanges with the program office, stakeholders, and industry on requirements and tech.
• Draft acquisition strategy and related statutory/regulatory documentation in a timely manner.
• Support RFP development, program reviews, and briefings to senior management.
• Analyze program operations and execute approved process improvements.

Senior Program Manager – C3I&N Directorate

Location: Hanscom AFB, MA

Quantech has an immediate opening for a Senior Program Manager supporting the C3I&N Directorate. Specific duties include, but are not limited to, the following:

• The candidate shall have knowledge and understanding of principles, policies, and practices of systems acquisition and program management, as defined in DoDI 5000.2, as well as knowledge of roles and relationships within the DoD and the Air Force to provide strategic and tactical program planning (short-term, mid-term, and long-term plans) in furthering system mission capabilities.
• The candidate shall assist the program manager in assessing what is within schedule and cost baselines, be able to recommend viable solutions to problems, and pursue alternative courses of action.
• The candidate must be able to plan, research, analyze, and assess system acquisition in terms of development, production, and deployment of weapons systems and associated equipment and develop plans and recommend innovative and effective strategies in meeting cost, schedule, and performance objectives.
• The candidate plans, schedules, and facilitates a variety of exchanges and meetings with the program office team, stakeholders, and industry to understand program requirements and emerging commercial technologies which may address warfighter capability gaps.
• The candidate shall formulate, recommend, and draft the proper acquisition strategy and associated statutory and regulatory acquisition documentation in a timely and effective manner.
• The candidate will support all Acquisition Strategy reviews, develop supporting documentation, and support the government in development and review of draft Request for Proposal (RFP) documents and final RFP documents.
• The candidate shall support program management reviews, senior-level meetings/reviews, and IMP/IMS reviews; support and develop various briefings/schedules of program status and acquisition tasks to senior management.
• The candidate shall analyze program operations and provide/execute approved process improvement initiatives.

• Bachelor’s degree (BA/BS) and 12 years of experience, including 5 years in DoD

Work Environment: This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinets, and fax machines. Physical Demands: This is largely a sedentary role, mostly sitting; however, some filing may be required. This would require the ability to move files or boxes with file data, open filing cabinets, bend or stand as necessary, and lift up to 40 lbs. Program Analyst / Technical Support Clearance Required: SECRET Qualifications and Requirements:

• Possess the ability to work independently and apply the proper procedures and processes related to assigned tasks.
• Possess strong communication skills and utilize those skills to build relationships with supported customers.
• Experience with SharePoint to include managing, uploading, and editing program data and files. Proficient in Microsoft Office applications.
• Bachelor’s Degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD. We hire Military!
