Job summary

Health Care Service Corp. seeks a senior Engineering Delivery leader to oversee multiple scrum teams and drive engineering delivery for an entire product line. You will align with IT Product Line Leaders to shape the product roadmap and lead strategic initiatives across IT and Enterprise.

You will manage diverse resource pools, including full-time staff and offshore contingents, to achieve business goals while navigating a dynamic, multi-product environment.

Qualifications

  • Bachelor's degree and 7+ years IT experience.
  • 3 years management or leadership experience.
  • Experience coordinating engineering skill sets across multiple teams.
  • Experience in software engineering platforms.
  • Experience in cloud computing / SaaS.
  • Experience in analysis and modeling tools (e.g., Excel, Business Insights, JIRA, GitHub).
  • Experience in resource planning and forecasting.
  • Excellent oral & written communication; able to frame technical issues in business terms.
  • Ability to work with stakeholders in a matrixed organization.
  • Highly organized with ability to prioritize multiple projects.
  • Experience in SDLC Methodology - Agile / Scrum.
  • Demonstrated strategic thinking across engineering, organizational, and people dimensions.

Responsibilities

Job Summary

This position is responsible for managing the delivery of short- and long-term technical solutions across three dimensions of engineering, operations, and staff growth/development; overseeing one or more leaders with multiple scrum teams across multiple products within a product line; leading engineering delivery for an entire product line, working strategically with IT Product Line Leaders to develop and manage an engineering supporting the Product Roadmap; leading or contributing to multiple IT and Enterprise strategic initiatives of medium to high complexity. Resource pools include both full time employees as well as on and offshore contingent labor managing to a ratio that supports business financial goals.

Required Qualifications
  • Bachelors degree and 7 years Information Technology OR 11 years Information Technology experience.
  • 3 years management or leadership experience including leading software engineering projects.
  • Experience in managing the engineering skill sets required by specific product/technology stacks across multiple teams.
  • Experience in software engineering platforms.
  • Experience in cloud computing / SaaS.
  • Experience in analysis and modeling tools (e.g., Excel, Business Insights, JIRA, GitHub).
  • Experience in resource planning and forecasting.
  • Excellent oral & written communication skills with a proven ability to both frame technical issues in business terms and explain business concepts to technical audiences.
  • Ability to understand business products & operations and the underlying business needs that drive IT resource requirements.
  • Experience working effectively with stakeholders at all levels in a matrixed organization.
  • Highly organized and able to prioritize multiple projects, needs, and goals.
  • Ability to work in a rapidly changing multi-disciplinary environment.
  • Experience in SDLC Methodology - Agile / Scrum / Iterative Development from requirements through deployment.
  • Demonstrated experience in strategic thinking across engineering, organizational, and people dimensions.

  • Experience in business case development.
  • Application domain knowledge.
  • Negotiation skills.
  • Experience in optimization of engineers across technologies and platforms, leveraging vendor resources to augment development capabilities as needed.
  • Experience in predictive analytics.
  • Experience in the development of scrum teams with required skills (training) to support long term IT goals.
  • Experience in managing vendors in the delivery of statement of work (SOW), managed service, or time and materials engagements.
  • Experience in the creation and measurement of vendor RFIs, RFPs, SOWs, and MSAs.

Pay transparency is part of the contract. The compensation offered will vary depending on your job-related skills, education, knowledge, and experience. This role aligns with an annual incentive bonus plan subject to the terms and the conditions of the plan.

Base Pay Range

Base Pay Range $102,000.00 - $184,300.00 Exact compensation may vary based on skills, experience, and location.
