Job description

Role Overview

DOC requires a Business Analyst staff augmentation consultant to assist the technical staff in gathering and documenting system functional and system requirements for new development projects and enhancements to existing applications for DOC and Pennsylvania Parole Board users.

Methodology

DOC IT primarily uses the Waterfall methodology. While Agile methodology is used for tracking project work, the candidate must have skill and expertise in eliciting and documenting requirements in a Waterfall environment.

Experience with both waterfall and agile project methodologies is encouraged, Agile is not required.

Specific Duties

• Collect, analyze, and document business rules, processes, and legislation.
• Lead business requirements gathering sessions with business and technical resources for complex system development projects.
• Analyze legislation or other business documentation to determine necessary IT system changes or changes to business processes required to meet the objectives of an agency initiative.
• Work with business users to develop and implement improved business processes for applications to IT systems in support of agency program policy.
• Work with users to develop or enhance system requirements.
• Prepare or review detailed functional specifications for complex IT systems development or enhancement projects to be used by developers for system coding.
• Participate in the development of detailed functional specifications for highly complex system development and enhancement projects.
• Prepare use cases or other types of requirements documentation.
• Execute responsibilities independently, requiring minimal guidance or oversight.
• Assist with system testing.
• Assist with preparation of system change requests.
• Assist with the planning and prioritization of system changes.
• Assist with the creation of training materials.
• Troubleshoot system, data, or process problems.
• Work with development and database teams to identify opportunities for data migration and document necessary business rules.

• Prepare mock-ups to provide visual aids for requirements gathering.
• Prepare process flows to document As Is and To Be business processes.
• Perform basic SQL queries (as needed) for analysis purposes.
