Job summary

Mbi Llc seeks a Senior Business Analyst to document and validate CAI application requirements, ensuring alignment with legislative and policy needs in the PA public sector.

You will translate business requirements into user stories with clear acceptance criteria, collaborate with Product and delivery teams, and drive UAT, testing, and training activities for the modernization effort.

Qualifications

• Senior Analyst with at least three years in a Sr. Analyst role.
• Experience analyzing legacy applications or leading digital transformations.
• Experience translating requirements into clearly understood user stories.
• Familiarity with Agile/Scrum and tools (Azure DevOps, Jira).
• Experience testing large projects and coordinating efforts.
• Leading and coordinating UAT activities.
• Excellent written and verbal communication with technical and non-technical audiences.
• Strong organizational and prioritization skills under competing demands.
• Experience with enterprise application modernization and moving to modern architectures.
• Experience with process improvement and business process reengineering.
• Knowledge of WCAG accessibility standards and public-sector compliance.
• Previous experience with Commonwealth of Pennsylvania agencies or similar public-sector orgs.

Responsibilities

Job description

- Document the existing requirements of the CAI application and verify all key functionality is accounted for.

- Prioritizes requirements, link them to legislative/policy requirements where applicable

- Work with the various business units and make recommendations for system improvements.

- Propose new features that bring business value to the system.

- Work directly with the Product Manager in the translation of business requirements into clear user stories and define the acceptance criteria.

- Assist in analyzing technical approaches (including potential platform, architecture, and integration decisions) as needed.

- Work with the Product Manager as needed to assist in assuring business requirements is clearly understood by the technical delivery team.

- Support change management, user adoption, and training efforts related to the modernized solution as needed.

- Ensure the product aligns with Commonwealth and PA PUC standards for security, accessibility (WCAG), data privacy, and compliance.

- Help identify risks, dependencies, and impediments.

- Provide regular status updates and recommendations to IT leadership and business sponsors.
