Qualifications

• 7+ years of Business Analyst experience, including at least 3 years in a Senior Business Analyst role.
• Experience analyzing legacy applications or supporting digital transformation and modernization initiatives.
• Strong experience gathering requirements and translating them into clearly defined user stories.
• Experience with Agile/Scrum methodologies and tools such as Azure DevOps, Jira, or similar.
• Experience testing large-scale enterprise applications.
• Experience leading and coordinating User Acceptance Testing (UAT).
• Strong written and verbal communication skills with technical and non-technical stakeholders.
• Strong organizational, analytical, prioritization, and problem-solving skills.
• Ability to work independently as well as collaboratively within cross-functional teams.

Job Summary

We are seeking an experienced Senior Business Analyst to support the modernization of a critical enterprise application. The role will focus on requirements gathering, business process analysis, system improvements, user story development, and testing. The ideal candidate will have strong experience analyzing legacy applications, identifying process improvements, documenting requirements, and supporting large-scale modernization initiatives.

Key Responsibilities

• Document existing application requirements and ensure key functionality is accounted for during modernization.
• Gather, analyze, prioritize, and document business and functional requirements.
• Work with business stakeholders and subject matter experts to identify process improvements and recommend system enhancements.
• Identify and propose new features that provide business value.
• Translate business requirements into clear user stories and acceptance criteria.
• Collaborate with Product Managers, Product Owners, Data Modelers, Developers, and technical teams.
• Assist with analysis of technical approaches, integrations, and application architecture as needed.
• Ensure business requirements are clearly understood by development and technical delivery teams.
• Support change management, user adoption, and training activities.
• Ensure solutions align with security, accessibility, data privacy, and compliance requirements.
• Identify risks, dependencies, and project impediments.
• Support system testing and validate that functionality meets documented requirements.
• Lead and coordinate User Acceptance Testing (UAT).

Required Qualifications

• Minimum 7 years of Business Analyst experience, including at least 3 years in a Senior Business Analyst role.
• Experience analyzing legacy applications or supporting digital transformation and modernization initiatives.
• Strong experience gathering requirements and translating them into clearly defined user stories.
• Experience with Agile/Scrum methodologies and tools such as Azure DevOps, Jira, or similar.
• Experience testing large-scale enterprise applications.
• Experience leading and coordinating User Acceptance Testing (UAT).

Preferred Qualifications

• Experience working with Pennsylvania public-sector organizations or similar government environments.
• Experience working with Product Managers, Product Owners, developers, architects, and data teams.

Candidates with relevant public-sector or enterprise modernization experience are preferred.
