Work arrangement: Hybrid | 2 days onsite, including Wednesday, and 3 days remote. PUC offices are available statewide.

Willan Technologies is seeking an experienced Senior Business Analyst to support the modernization of PA PUC's CAI application—a critical system used to resolve complaints between the public and utility companies.

As part of a planned three-year modernization initiative, you will help preserve essential functionality, improve business processes, and translate stakeholder needs into clear, testable requirements. You will collaborate with business subject matter experts, the Product Manager, Product Owner, Data Modeler, and Developers throughout design and delivery.

What You’ll Do

• Analyze the existing application and document requirements to ensure essential functionality carries forward into the modernized solution.
• Lead requirements discussions with business stakeholders, identify process gaps, and recommend improvements that deliver business value.
• Translate business needs into prioritized user stories and clearly defined acceptance criteria.
• Link requirements to applicable legislation, policies, and compliance obligations.
• Collaborate with technical teams to evaluate platform, architecture, and integration approaches.
• Test system functionality, verify changes, and lead and coordinate User Acceptance Testing (UAT).
• Support change management, user adoption, and training activities.
• Help ensure alignment with Commonwealth and PA PUC security, accessibility, data privacy, and compliance standards.
• Identify risks, dependencies, and impediments, and communicate status and recommendations to IT leadership and business sponsors.

Required Qualifications

• 7+ years of business analysis experience, including at least 3 years in a Senior Business Analyst role.
• Demonstrated experience analyzing legacy applications or gathering requirements for digital transformation initiatives.
• Strong ability to translate complex business requirements into clear user stories.
• Working knowledge of Agile/Scrum methodologies and tools such as Azure DevOps or Jira.
• Experience testing large projects and leading and coordinating UAT.
• Excellent written and verbal communication skills, with the ability to engage both technical and nontechnical audiences.
• Strong organizational and prioritization skills, including managing competing demands.
• Ability to work independently and collaborate effectively within a multidisciplinary team.

Preferred Qualifications

• Enterprise application modernization experience, including migration from legacy platforms to modern architectures.
• Experience with business process improvement and business process reengineering.
• Knowledge of WCAG 2.1 accessibility standards and public-sector compliance requirements.
• Previous experience supporting Commonwealth of Pennsylvania agencies
