Job Description:
The Employees Retirement System of Texas (ERS) is seeking a Senior Business Analyst for their Retirement and Insurance System Enhancements (RISE) initiative. The ideal candidate will have extensive experience working with state government clients, leading business process analysis, requirements gathering, and system enhancement initiatives. This role will support the identification of improvement opportunities, assess business needs, coordinate with stakeholders and vendors, and ensure the successful implementation of enhancements to ERS’s retirement and insurance systems.
Specialty Areas:
• Business Analysis & Process Improvement – Gathering, analyzing, and documenting business requirements and processes.
• Stakeholder Engagement – Communicating effectively with business users, technical teams, and leadership.
• Systems Analysis – Assessing the impact of program policies on systems and coordinating technical requirements.
• Testing & Implementation Support – Coordinating integration, UAT, and deployment efforts.
• Government Experience – Prior work with state-level retirement, insurance, or similar systems highly preferred.
Responsibilities:
• Identify business process improvement opportunities and support business case development.
• Analyze policies and procedures and determine impacts on automated systems.
• Document requirements and coordinate service request lifecycles.
• Collaborate with internal teams and external vendors to meet project goals.
• Lead scope management, change control, and deployment processes.
• Review deliverables such as design docs, test plans, risk assessments, and training materials.
• Provide exceptional customer service and act as a liaison between business units and IT.
