Job summary

Cowlitz County is seeking a Solid Waste Manager to lead the Public Works Department's Solid Waste Division. You will oversee policies, programs, and operations for a landfill complex, transfer station, drop box sites, and recycling operations.

You will manage staff, budgets, regulatory compliance, and strategic plans, serving as the primary technical and administrative advisor to the Public Services Director and County leadership.

Qualifications

• Bachelor's degree in Engineering, Environmental Science, Business or related field.
• 4 years of experience in solid waste management with 2 years of supervisory responsibilities, or 6 years with 3 years in a supervisory capacity.
• SWANA Manager of Landfill Operations Certification or ability to obtain within four years of appointment.
• 40-hour HAZWOPER Certification or ability to obtain within one year of appointment.
• Valid Driver’s License within 30 days of employment.

Responsibilities

• Plans, develops, and implements strategies, programs, and initiatives to accomplish Solid Waste Division goals, priorities, and objectives.
• Directs the operation and maintenance of County solid waste disposal facilities, equipment, and related resources.
• Supervises field and office staff; assigns and prioritizes work; monitors performance and conducts hiring actions with HR.
• Represents the Department and County at public meetings, hearings, and other events; communicates for county goals and policies.
• Develops and maintains budgets, rates, fees, and procurement materials for equipment, facilities, and projects.
• Oversees regulatory compliance, permits, monitoring reports, and long-range capital improvement plans.
