Job summary

County of Thurston is seeking a Solid Waste Manager to lead our Solid Waste Division, reporting to the Public Works Director and serving on the Department's Leadership Team. You will plan and maintain solid waste infrastructure, lead environmental stewardship efforts, and allocate resources to meet community expectations.

The role requires a strong track record in solid waste management, supervisory experience, and expertise in budgets and regulatory compliance.

Qualifications

  • Bachelor's degree in environmental field, public administration, or related field.
  • Four years progressive experience in solid waste, contract management, community relations and resource protection, with at least three years of supervisory experience.
  • Ability to use a personal computer and applicable software packages to perform essential job functions.
  • Current Washington State Driver's License or have requested and obtained an appropriate accommodation.
  • Significant supervisory experience in program administration.
  • Experience with budget development for programs in the $10–$20 million annually range.
  • Knowledge of current solid waste practices, methodologies, and operation.
  • Ability to read, interpret, and apply laws, rules, and regulations governing departmental operations.
  • Strong communication and professional written and oral communication skills.
  • Ability to engage with elected officials, colleagues, vendors, and the public.

Responsibilities

  • Oversees development and implementation of operating plans, including the Solid Waste Plan and Capital Facilities Program.
  • Prepares and controls the division's operating budgets and authorizes expenditures.
  • Coordinates public policy development with elected officials, advisory committees, and the public.
  • Manages the Solid Waste Division staff, including supervision, recruitment, and performance evaluations.
  • Oversees Waste Reduction/Recycling programs and public outreach efforts.
  • Prepares and manages contracts for services and assesses contractor performance.
