Job summary

Goodwill Industries of the Chesapeake is seeking a Skills Training Manager to lead workforce development programs across healthcare, skilled trades, transportation, hospitality, childcare and more. The role oversees recruitment, training coordination, and participant support to help individuals earn credentials and gain employment.

The ideal candidate will combine strong leadership with workforce development expertise and a passion for helping people overcome barriers to employment.

Qualifications

  • Bachelor's degree in Education, Social Sciences, Human Services, or related field.
  • 3 years of workforce development, adult education, training, or career services experience.
  • 3 years of supervisory or management experience in a human services environment.
  • Knowledge of workforce development systems, career pathways, adult learning principles, and funding requirements.
  • Demonstrated commitment to helping individuals achieve employment and career success.

Responsibilities

  • Lead day-to-day operations of workforce training programs from recruitment to credential attainment and job placement.
  • Oversee program schedules, cohorts, enrollment, and training logistics.
  • Ensure compliance with grant requirements, contracts, funding sources, and organizational policies.
  • Monitor program outcomes including enrollment, retention, completion, credential attainment, and employment results.
  • Maintain accurate participant records, reporting, and program data integrity.
  • Supervise and develop a team of Intake Specialists, Career Navigators, Skills Instructors, and other workforce development staff.
  • Establish performance expectations and accountability standards.
  • Foster a participant-centered culture focused on engagement, support, and continuous improvement.
  • Coach staff on case management, interviewing, participant assessment, and barrier reduction strategies.
  • Serve as the primary liaison with training providers, educational institutions, and industry partners.
  • Research labor market trends and workforce needs to identify new training opportunities.
  • Recommend improvements and new credentialed programs based on employer demand and participant needs.
  • Collaborate with organizational leadership to strengthen career pathway, job readiness, and reentry programming.
  • Assist with budget planning and resource allocation.
  • Monitor program revenues and expenses.
  • Prepare reports on program performance, participant outcomes, and operational effectiveness.

Goodwill Industries of the Chesapeake is seeking a Skills Training Manager to lead workforce development programs that prepare individuals for careers in healthcare, skilled trades, transportation, hospitality, childcare, customer service, and other high-demand industries.

This role oversees a team responsible for recruitment, career navigation, training coordination, and participant support, helping individuals gain industry-recognized credentials, employment opportunities, and long-term career success.

The ideal candidate combines strong leadership skills, workforce development expertise, and a passion for helping people overcome barriers to employment.

What You'll Do
  • Lead day-to-day operations of workforce training programs from recruitment through credential attainment and job placement

Required Qualifications

  • Three years of workforce development, adult education, training, or career services experience
  • Three years of supervisory or management experience in a human services environment
  • Knowledge of workforce development systems, career pathway models, adult learning principles, and workforce funding requirements
  • Demonstrated commitment to helping individuals achieve employment and career success
Preferred Qualifications
  • Experience managing grant-funded workforce development programs
  • Strong relationships within local workforce, education, or employer communities
Leadership Skills for Success
  • Strong team leadership and staff development abilities
  • Knowledge of adult learning principles and instructional best practices
  • Experience working with individuals from diverse backgrounds and barriers to employment
  • Strong presentation, communication, and relationship-building skills
  • Ability to analyze data, identify trends, and improve program performance
  • Creative problem-solving and strategic thinking abilities
  • Proficiency with Microsoft Office and data management systems
Supervision

Directly supervises a team of approximately 8-10 workforce development professionals, including Intake Specialists, Career Navigators, and Skills Instructors.

Travel Requirements
  • Up to 25% travel
  • Personal vehicle required
  • Occasional local and regional travel throughout Goodwill's service area
