Site Utilities / MEP Construction Inspector

Hourly Rate: For over 35 years, PACO Group has led Construction and Project Management for complex projects across the region. We are now supporting the modernization projects at Manhattan Psychiatric Center and Kirby Forensic Psychiatric Center on Wards Island, upgrading building systems, life-safety infrastructure, and patient-care spaces to enhance resilience, compliance, and care quality. We seek experienced professionals skilled in stakeholder coordination, schedule and cost control, and field oversight to deliver these improvements safely, on time, and within budget.

Qualifications: We are looking for a skilled and detail-oriented Site Utilities / MEP Construction Inspector with 8+ years of experience inspecting civil utilities and MEP systems, overseeing field installation and inspection of mechanical, electrical, plumbing, and utility systems on infrastructure and vertical construction projects. The role involves ensuring compliance with contract documents, codes, and safety standards, supporting quality assurance and project delivery. The inspector will collaborate with engineers, contractors, and agency representatives to document progress, verify workmanship, and resolve field issues.

Key Responsibilities
  • Conduct daily on-site inspections of utility installations, including water, storm, sewer, gas, and electrical services.
  • Inspect mechanical (HVAC), electrical (power, lighting, fire alarm), and plumbing systems for conformance to drawings, specifications, and codes (e.g., NEC, IPC, IMC, NFPA).
  • Witness testing of systems (pressure testing, continuity, insulation resistance, duct leakage, commissioning).
  • Verify underground utility locations, depths, and materials, adhering to coordination and protection plans.
  • Ensure proper installation of manholes, valve chambers, backflow preventers, hydrants, and service connections.
  • Review contractor redlines, as-builts, and work against revisions to ensure correct implementation.
Documentation & Reporting
  • Maintain accurate daily inspection reports, logs of test results, weather conditions, personnel, and observations.
  • Document non-compliance and coordinate with contractors and engineers to resolve deficiencies.
  • Track installation progress, testing, and milestones for project closeout.
  • Assist with punch lists and final inspections.
Coordination & Communication
  • Coordinate activities with contractors, utility agencies, and stakeholders for inspections and work phasing.
  • Participate in site meetings to provide updates and address open issues.
  • Interface with agency representatives (e.g., DEP, Con Edison, DOB, FDNY) for approvals, tie-ins, and permits.
Minimum Qualifications
  • 8+ years of experience in utility or MEP inspection, including public and private projects.
  • Strong knowledge of utilities, mechanical/electrical systems, piping, and standards.
  • Ability to interpret civil utility plans, MEP drawings, and specifications.
  • Familiarity with NEC, IPC, IMC, NYC DEP/DDC/DOB, NFPA, OSHA standards.
  • Experience with inspection software platforms (e.g., Procore, Bluebeam, Fieldwire).
Education & Certifications
  • High school diploma or GED; degree in Construction Management, Mechanical/Electrical/Civil Engineering preferred.
  • OSHA 30-Hour Certification required.
  • NICET Level II or III preferred.
  • Additional certifications (e.g., NYC Master Plumber, EPA 608, NACE) are a plus.
  • NYC SST Card, Confined Space, and Competent Person certifications are desirable.
  • Valid driver’s license and ability to travel to sites.

Hourly Rate Range: $40-50 per hour, based on experience and credentials.
