OVERVIEW & PURPOSE

The EMS Shift Commander serves as the administrator for two out of four EMS shifts, specifically one day shift and one night shift. This role is pivotal in ensuring the effective management and leadership of the assigned shifts, encompassing a wide range of responsibilities from scheduling and administrative duties to personnel management and emergency response. The primary purpose of the EMS Shift Commander is to provide comprehensive leadership and administrative oversight for their assigned EMS shifts. This includes managing all scheduling, administrative tasks, personnel actions, disciplinary measures, incident investigations, and conflict resolution. The Shift Commander is also responsible for responding to emergency calls, directing both primary and convalescent EMS crews, and coordinating special events. Additionally, the Shift Commander supervises four Shift Supervisors (Lieutenants), ensuring that all operations run smoothly and efficiently, staffing, unit utilization, and demand within the service. As required, the employee provides Paramedic-level emergency medical response. Work involves frequent public contacts and considerable independent initiative and judgment. The employee is subject to hazards in the emergency management and medical services work including working in both inside and outside environmental conditions, hazardous fumes, dusts, odors, mists, and gases. Work may expose the employee to human blood or body fluids and thus the job is subject to the OSHA requirements on blood-borne pathogens. Work is supervised by the EMS Deputy Directors and is evaluated through conferences, results of work, reports, and public feedback.

Examples of duties

ESSENTIAL FUNCTIONS

• Manages and leads assigned shifts ensuring operational readiness including scheduling, staffing, payroll, incident investigation, and conflict resolution.
• Supplements the work of a Paramedic on a shift and responds to calls for emergency medical assistance, when the Shift Supervisor is unavailable; provides care and transports patients as necessary. (For more details on this role, see Paramedic class specification.)
• Plans, organizes, and directs the activities of staff on assigned shifts in the emergency medical services unit and ensures adequate, qualified staff to cover the shift; identifies and recommends equipment and supplies needed to provide medical services to citizens.
• Checks and assures all vehicles and equipment are in proper working order, coordinates with Logistics Coordinator to get supplies delivered to outlying stations; and assures that each unit is adequately equipped, and medical supplies are available.
• Develops schedules for full-time staff, finds replacements, and ensures proper training of assigned staff to maintain certifications and comply with the department's requirements.
• Provides information and support to other agencies including other emergency medical providers in the County, emergency management, law enforcement, and fire personnel.
• Serves as part of incident command for larger emergencies.
• Serves on assessment center panels; grants leave requests and makes recommendations on routine personnel matters affecting subordinates; completes performance evaluations on subordinates and initiates disciplinary actions when appropriate.
• Responds to complaints, questions, and information.
• Assures the maintenance and completion of records, reports, and other information required for the shift; provides QA review for the billing portion of medical charts.
• Monitors call activity on an assigned shifts and makes critical decisions with regards to what units are to be placed in service and prioritizes services in high call volume situations.
• Participates in continuous training programs to improve competence in medical procedures, operational protocols, and in-service operations.
• Has special assignments assisting in departmental management.
• Acts as the direct Supervisor for all Part-time employees.
• Coordinates and conducts monthly Supervisor's Meetings.

KNOWLEDGE, SKILLS, & ABILITIES

• Considerable knowledge of policies, procedures, regulations, and protocols pertaining to emergency medical services.
• Considerable knowledge of resources available for emergency medical services assistance in the county.
• Considerable knowledge of emergency medical practices and procedures.
• Considerable knowledge of North Carolina General Statute regarding EMS operations within North Carolina.
• Considerable knowledge of human resources procedures and ability to administer personnel actions fairly and consistently while ensuring adherence to state law.
• Ability to interpret, explain, and apply a wide variety of policies, procedures, and regulations.
• Ability to react quickly, effectively, and professionally in emergency situations.
• Ability to exercise sound judgment and determine the best options and decisions for handling emergency matters.
• Ability to plan and organize work to meet deadlines and governmental requirements.
• Ability to establish and maintain effective working relationships with law enforcement agencies, volunteer fire services, public officials, hospitals, schools, and the General public.
• Ability to supervise an EMS shifts including knowledge of budgeting, personnel, and purchasing requirements.

Qualifications

EDUCATION/EXPERIENCE “REQUIREMENTS”

• Associate's Degree in any subject. Active Paramedic certification by the North Carolina Office of EMS.
• 10 years experience operating in a primary 911 EMS service, with at least 4 years of supervisory experience; Or an equivalent combination of education and experience.

ADDITIONAL “REQUIREMENTS”

• Possession of a valid North Carolina Driver's License.
• AHA CPR-Provider Certification.
• ACLS; BTLS or PHTLS; PALS,
• Certifications in IC S 100, 200, 300, 400, 700, & 800 (NIMS)

“PREFERRED” QUALIFICATIONS

• Attendance and/or certification in EMS leadership such as the UNC EMS Management Institute; NC EMS Officer I, II, and II; NC EMS Leadership Academy; etc.
