Job summary

Vance County is seeking an experienced EMS/Emergency Management executive to plan, organize and direct the county's Emergency Services operations, including EMS, Community Paramedicine, and Emergency Management. The role leads budget preparation, equipment approvals and program development, reporting to the County Manager.

The ideal candidate has a Bachelor’s degree in EMS or related fields and at least five years of supervisory experience, with strong knowledge of regulations and interagency

Job description

This position is open until filled. The Human Resources Office is unable to provide status updates by telephone. The salary range is listed above. Starting salary will depend on qualifications and experience.

An employee in this class plans, organizes and direct the operations of the county Emergency Services involving EMS, Community Paramedicine, and Emergency Management. Work includes the responsibility for the preparation of the annual budget for submission to the Board of County Commissioners, approval of new equipment and vehicles, and investigation of citizens' complaints. Considerable tact and courtesy are required in dealing with officials on the local, state, and national level. Work requires the application of considerable professional knowledge in formulating the program and directing progress. Duties are performed under the administrative direction of the County Manager or his/her designee.

• Provides leadership for a high-performing EMS organization committed to clinical excellence, employee development, operational innovation, and exceptional patient care; coordinates procedures and regulations with agencies served; maintains up-to-date procedures manual for employees, volunteers, and agencies served; coordinates services with a wide variety of other emergency service providers including law enforcement, fire, telecommunications, hospitals and others.
• Researches, recommends and obtains needed vehicles, equipment, medical supplies, and technology; insures security of medications; insures proper purchasing procedures are followed.
• Supervises and participates in the hiring, orientation, training, work assignment, and performance coaching and evaluation of staff; develops staffing schedules.
• Develops and recommends capital and operating budget requests; handles purchasing of equipment, materials, and supplies; monitors and administers the approved budget; coordinates efforts for billing and collections.
• Responds to complaints, questions, and information about the services; supervises and participates in investigation of specific issues; responds to major medical emergency incidents.
• Assures the maintenance, completion and quality control of records, reports, and other information required in this field.
• Supervises the maintenance of emergency medical facilities, vehicles, equipment, supplies and materials.
• Oversees the billing of services to ensure cost recovery and accuracy.
• Assures compliance with laws, rules, and regulations such as OSHA, FCC, third-party standards, local ordinances and federal or state legislation.
• Develops methods for evaluation of programs and systems designed to help with better resource management.
• Fills in for supervisory or shift staff, as necessary.
• Instructs in a variety of EMS training and other related programs.
• Attends conferences, training classes, meetings and reads literature to remain current with new trends and development in the field.
• Serves on a variety of committees for the County.
• Oversees clinical quality improvement initiatives.
• Partners with the EMS Medical Directors on protocol development and implementation.
• Promotes evidence-based pre-hospital medicine.
• Uses performance metrics to improve patient outcomes.
• Develops recruitment, retention, succession planning, and employee engagement initiatives to maintain a stable and highly qualified workforce.
• Performs other related duties as assigned.

Education and Experience:

Requires a Bachelor’s Degree in Emergency Medical Services, Emergency Management, Public administration, Business Administration, Healthcare Administration, or related field and five (5) years of experience in emergency medical services, including supervisory experience or management experience, or equivalent combination of education and experience.

Licenses or Certifications:

• Possession of a valid “Class B” driver’s license.
• Possession of a current North Carolina Paramedic credential or have the ability to obtain a NC EMT-P credential through reciprocity.
• Must maintain all required continuing education and certifications, including appropriate training in advanced cardiac life support, pediatric emergency care, and trauma care, as required by the North Carolina Office of EMS, the County, or the EMS System Medical Director.
• Possession of Emergency Vehicle Driver certification.
• Possession of IAS 100, 200, 300, 400 and NIMS 700 and 800.

Special Requirements:

Must have the ability to work long hours and shift work.

PHYSICAL DEMANDS

The work is very heavy work which requires exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects, including the human body. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have the visual acuity to prepare and analyze data and figures, perform accounting functions, operate a computer terminal, operate a motor vehicle, do extensive reading and use measurement devices.

WORK ENVIRONMENT

Work is subject to both inside and outside environmental conditions. The employee is subject to hazards in the emergency medical services work including working in both inside and outside environmental conditions, extreme temperatures, hazardous fumes, dusts, odors, mists, and gases and working in close quarters. Work may expose the employee to human blood or body fluids and thus the job is subject to the OSHA requirements on blood borne pathogens.
