House Research Organization - Texas House of Representatives

Range: $4,385-$4,697 per month, depending on experience and qualifications.

Edit analyses of pending legislation for the Daily Floor Report produced for House members during the 90th regular legislative session. The position begins in December and lasts through the end of the regular session in June. All work performed under the direct supervision of the House Research Organization (HRO) manager.

Responsibilities
  • Edit analyses of pending legislation for the Daily Floor Report.
  • Edit and help write reports on the legislative session and state policy issues.
  • Ensure accuracy, readability, and impartiality in HRO publications.
  • Design and produce publications using applicable technology.
  • Perform other duties as assigned.
Qualifications
  • Individuals with substantial editing experience and backgrounds in journalism, publishing, law, public policy, and related fields are encouraged to apply. Legislative or public policy experience is preferred but not required.
  • Experience editing complex material for a general audience is preferred.
  • Advanced skills in copyediting, fact-checking, and proofreading are required.
  • Applicants should have superior editing, writing, and critical analysis skills, as well as mature editorial judgment and demonstrated ability to work quickly and thoroughly under deadline pressure.
  • Publication design skills or a willingness and ability to learn them are required.
  • Experience using Adobe InDesign is preferred but not required.
  • The position requires a commitment to impartial analysis of controversial issues and meticulous attention to detail and factual accuracy.
  • Candidates should be prepared during legislative sessions to work considerable extended hours and weekends, when needed, and have the capacity to work under tight deadlines in a fast-paced and rapidly changing environment.
  • Must adhere to department dress code and demonstrate the ability to follow all policies and procedures as set forth in the House of Representatives Personnel Manual of Policies & Procedures. Job Commitment until the end of the Regular Session.

About the Organization

The House Research Organization (HRO) is a nonpartisan administrative department of the House Business Office within the Texas House of Representatives. It provides impartial information on legislation and issues before the Texas Legislature. The HRO is governed by a broadly representative steering committee of 15 House members elected by the House membership to set policy for the organization, approve its budget, and ensure that its reports are objective. During legislative sessions, the HRO publishes the Daily Floor Report, which includes analyses of all legislation, except local and consent bills, scheduled for floor debate on the daily House calendar. Each bill analysis consists of a digest of the bill's provisions, background, arguments for and against the bill, and additional pertinent information.
