Job summary

BlueCross BlueShield of South Carolina is seeking a Commercial Web Application Development Manager to lead the technical direction of IT staff, oversee web applications, self-service portals, and mobile apps, and ensure alignment with IT strategy.

The role is a full-time hybrid position in Columbia, requiring strong leadership, recruitment, budgeting, and collaboration with business stakeholders to deliver reliable software and services.

Qualifications

• Seven years of related IT experience.
• Prior team lead, supervisor, or management experience OR equivalent military experience in grade E4 or above.

Responsibilities

• Lead recruiting, hiring, coaching and mentoring staff; monitor and evaluate performance; address disciplinary issues.
• Coordinate and direct staff to meet milestones; manage resources, priorities and issue resolution.
• Collaborate with customers and application architects to ensure alignment with IT strategy; review estimates and project documents.
• Develop and analyze IT processes to improve procedures, information flow, and reporting; present solutions to senior management.
• Prepare an annual budget for the area, including tech improvements and vendor costs; participate in budget reviews.
