• Regulatory interpretation and application of laws, rules, and policies to ensure compliant decisions.
• Prepare clear, defendable regulatory documents to support program decisions.
• Evaluate information and data to identify issues and recommend actions.
• Conduct site visits and inspections to verify requirements are met.
• Explain technical/regulatory information clearly in writing and verbally.
• Collaborate with colleagues, facility representatives, and partners to achieve goals.

Responsibilities

• Develop draft permits and fact sheets using agency templates for internal/external review.
• Solicit and respond to comments from permitted entities and the public; finalize permits for issuance.
• Coordinate with state-wide Water Quality staff to align NPDES permit development with standards.
• Derive permit conditions based on legal/technical requirements for discharges to state waters.
• Perform statistical analyses on wastewater monitoring data and receiving water quality.
• Conduct permit compliance inspections and communicate findings to facilities.
• Provide technical assistance to permittees and others to achieve water quality goals.
• Support legal counsel on appeals and provide testimony in hearings or court cases.
