Job summary

Jacobs Water practice seeks a Program Manager to oversee water and wastewater construction programs for municipal client organizations, guiding delivery from scope through commissioning and handover.

The role demands 10+ years of project management experience, a PE license, and strong communication, scheduling, and cost-control skills to lead multi-disciplinary teams and ensure safe, compliant project execution.

Qualifications

• Minimum 10 years of project management experience.
• B.S. or M.S. degree in related engineering.
• Professional Engineering license.
• Proficient in Microsoft Office.
• Strong written and verbal communication skills.
• Experience in water/wastewater/hydraulic projects.

Responsibilities

• Lead and manage a program team through all program phases to meet the scope, schedule, budget, and other specified requirements stated in the contract.
• Complete the scope of work to the satisfaction of the client and key stakeholders, while ensuring health & safety, quality, financial, risk management, business and policy expectations are met.
• Serve as the primary program interface internally with the Jacobs program team and externally with the client, subconsultants, regulatory agencies, and community stakeholders.
• Analyze client requirements and advise on delivery method for each project.
• Provide motivation and direction to the program team through direct relationship with the program’s managers.
• Establish procedures for constructability and value engineering reviews during design.
• Oversee resources for claims and change orders analysis and recommendations.
• Ensure startup and commissioning plans with owner, design engineers and contractors.
• Make key decisions on resource balance, scope/schedule, client satisfaction, risk, quality, health & safety, and financial performance.
• Support business development activities for new program management contracts.
