Job summary

HDR, Inc. is seeking a Policy Analyst in the United States (Phoenix, AZ) to oversee water resources projects and coordinate cross‑disciplinary teams. You will influence surface and groundwater modeling, water supply planning, and policy interactions with agencies and stakeholders.

The role requires at least 10 years of water infrastructure experience, a PE license, and the ability to work in a complex political environment. This is a part‑time opportunity within HDR's employee‑owned culture.

Qualifications

• Bachelor’s degree in Civil Engineering or equivalent field.
• Minimum 10 years of water infrastructure experience.
• Professional Engineer license (PE or P.Eng) recognized.
• Ability to lead cross-disciplinary, geographically diverse teams.
• Proficiency with MS Office and modeling/design platforms.
• Project engineering and project management experience.

Responsibilities

• Provide strategic and technical oversight of water modeling and planning.
• Coordinate multi-discipline teams across locations to deliver high-quality work.
• Guide planning and execution of complex water infrastructure studies and plans.
• Determine and write engineering specifications, plan work and select equipment.
• Establish new quality standards and value engineering solutions.
• Conduct quality control reviews of deliverables.
• Serve as a technical expert in one water systems and water infrastructure.
• Serve as a project manager on water projects as needed.
• Perform assignments requiring critical thinking and creativity with limited guidance.
• Perform other duties as needed.
