Job summary

HDR is a global engineering and consulting firm delivering water resources projects across the western United States. The Policy Analyst role focuses on strategic and technical oversight of surface and groundwater modeling, water supply planning, and agency coordination for complex water infrastructure programs.

The position requires strong leadership, a PE license, and at least 10 years in water facilities, with experience in multi-disciplinary teams and client-facing delivery.

Qualifications

• Bachelor's degree in Civil Engineering or equivalent field.
• A minimum of 10 years experience with water infrastructure and water related facilities or systems.
• Requires professional engineering license recognized by the licensing board for the location of the position offered. Example:Professional Engineer (PE or P.Eng) license.
• Ability to make independent decisions and be accountable for the results.
• Strong technical background and experience in guiding and formulating one water solutions and managing multi-disciplinary, geographically diverse teams.
• Microsoft Office, digital delivery and design platforms, numerical modeling and simulation platforms.
• Project Engineering and Project Management experience is necessary.

Responsibilities

• Provide strategic and technical oversight of and or assist with technical reviews and provide guidance related to surface and groundwater modeling, water supply planning, agency coordination, and overall project implementation.
• Manage and coordinate multi-discipline teams from separate locations to produce high level, high quality deliverables.
• Guide the planning and execution of complex and multi-disciplinary studies, simulations, and plans for water infrastructure projects.
• Take responsibility for engineering/process design, project coordination, determining and writing engineering specifications, planning work, establishing appropriate design methods, report preparation and coordination, equipment sizing and selection, and working directly with our clients to provide an outstanding delivery experience.
• Establish new quality standards and value engineering solutions.
• Conduct quality control reviews of deliverables.
• Serve as a technical expert with recognized authority in area of one water systems and water infrastructure.
• Serve as a project manager on water projects as needed.
• Perform technical engineering assignments that may require critical thinking and creativity to address unique elements that have limited or no specific code-based guidance.
• Perform other duties as needed
