Job summary

HDR seeks a Policy Analyst to provide strategic oversight of surface and groundwater modeling, water supply planning, and agency coordination. You will guide multi-disciplinary teams across locations to deliver complex studies and infrastructure plans, while developing specifications and leading client-facing deliverables.

Ideal candidates bring a decade of water infrastructure experience, PE licensure, and strong stakeholder relationship skills.

Qualifications

• Bachelor's degree in Civil Engineering or equivalent.
• PE license recognized by the relevant licensing board.
• 10+ years of experience with water infrastructure or related facilities.
• Ability to work independently and be accountable for outcomes.
• Strong leadership to guide multi-disciplinary, geographically diverse teams.
• Proficiency with MS Office and numeric modeling tools.
• Project management experience is necessary; active participation in employee-owned culture.

Responsibilities

• Ensure quality standards and value engineering throughout deliverables.
• Serve as a technical expert in One Water systems and water infrastructure.
• Act as project manager on water projects as needed.
• Address elements requiring creative thinking when standard guidance is limited.
• Perform other duties as needed.

In the role of Policy Analyst, we'll count on you to:

• Provide strategic and technical oversight of and or assist with technical reviews and provide guidance related to surface and groundwater modeling, water supply planning, agency coordination, and overall project implementation
• Experience with Arizona water resources and Colorado River policy
• Ability to work effectively in complex political and institutional environments and build trusted relationships with senior agency and stakeholder leadership
• Manage and coordinate multi-discipline teams from separate locations to produce high level, high quality deliverables
• Guide the planning and execution of complex and multi-disciplinary studies, simulations, and plans for water infrastructure projects
• Take responsibility for engineering/process design, project coordination, determining and writing engineering specifications, planning work, establishing appropriate design methods, report preparation and coordination, equipment sizing and selection, and working directly with our clients to provide an outstanding delivery experience.
• Establish new quality standards and value engineering solutions
• Conduct quality control reviews of deliverables
• Serve as a technical expert with recognized authority in area of one water systems and water infrastructure
• Serve as a project manager on water projects as needed
• Perform technical engineering assignments that may require critical thinking and creativity to address unique elements that have limited or no specific code-based guidance
• Perform other duties as needed

Required Qualifications

• Bachelor's degree in Civil Engineering or equivalent field
• A minimum of 10 years experience with water infrastructure and water related facilities or systems
• Requires professional engineering license recognized by the licensing board for the location of the position offered. Example: Professional Engineer (PE or P.Eng) license.
• Ability to make independent decisions and be accountable for the results
• Strong technical background and experience in guiding and formulating one water solutions and managing multi-disciplinary, geographically diverse teams
• Microsoft Office, digital delivery and design platforms, numerical modeling and simulation platforms, workflow augmentation and quality facilitation platforms
• Project Engineering and Project Management experience is necessary
• An attitude and commitment to being an active participant of our employee-owned culture is a must
