Job summary

PCL Construction, Inc. in Phoenix, Arizona, is seeking a Senior Estimator/Pre-Construction Manager to lead conceptual, design development, GMP and lump sum estimates for major water and wastewater infrastructure projects valued from $50M to $500M+.

You will guide preconstruction services, pursue strategies, and manage multidisciplinary teams to deliver successful outcomes. You will collaborate with owners, engineers, operations, and suppliers, mentor staff, and drive growth through repeat

Qualifications

• 8+ years of experience in estimating, preconstruction, and project planning for heavy civil, water, wastewater, or utility infrastructure projects.
• Experience leading the pursuit and delivery of large-scale municipal water and wastewater treatment facilities.
• Demonstrated success leading pursuits and preconstruction efforts for complex infrastructure projects valued from $50M to over $500M.
• Experience working with public agencies, municipalities, industrial clients, and private owners.

Responsibilities

• Lead development of conceptual, design development, GMP, and lump sum estimates for complex infrastructure projects.
• Direct preconstruction services including reviews, value engineering, risk assessment, and procurement planning.
• Develop and execute pursuit strategies with RFQ/RFP responses and client engagement.
• Lead owner-facing meetings, design reviews, and preconstruction workshops.
• Manage multidisciplinary estimating teams, set priorities, and ensure delivery.
• Collaborate with owners, engineers, operations, subcontractors, and suppliers to optimize outcomes.
• Manage risks, contingencies, procurement strategies, and schedule impacts during preconstruction.
• Oversee multiple pursuits while maintaining estimate quality and schedule commitments.
