PCL Construction, Inc. is seeking a Senior Estimator/Pre-Construction Manager to lead complex water and wastewater infrastructure pursuits in the Phoenix area.

You will guide conceptual and design development estimates, manage preconstruction services, and align owners, designers, and operations to move opportunities toward construction startup. The role emphasizes mentorship, client relationship building, and cross-functional leadership to win and deliver projects valued from $50M to $500M+.

Qualificações

• 8+ years of estimating, preconstruction, and project planning experience in heavy civil, water, wastewater, or utility projects.
• Proven track record leading pursuits and delivering large-scale municipal water and wastewater facilities (>$50M).
• Experience working with public agencies, municipalities, industrial clients, and private owners.
• Experience translating pursuits into operations and supporting startup.

Responsabilidades

• Lead development of conceptual, design development, GMP, and lump-sum estimates for complex water and wastewater infrastructure projects.
• Direct preconstruction services including constructability reviews, VE, risk assessment, procurement planning, and logistics.
• Develop and execute pursuit strategies (RFQ/RFPs, interviews, presentations, client engagements).
• Lead owner-facing meetings, design reviews, and preconstruction workshops through project development.
• Manage multidisciplinary estimating and preconstruction teams, set priorities, delegate, and ensure on-time delivery.
• Collaborate with owners, engineers, operations, subcontractors, and suppliers to optimize outcomes.
• Manage risks, contingencies, procurement strategies, and schedule impacts during preconstruction.
• Oversee multiple pursuits while maintaining estimate quality and schedule commitments.
