Qualifications

• Six years of experience and/or education aligned with responsibilities.
• Knowledge of permit development and evaluating applications.
• Ability to interpret laws and policies for compliance.
• Experience reviewing engineering reports and monitoring data.
• Competence in field inspections and sampling.
• Strong collaboration with facilities, tribes, local governments, and internal teams.
• Clear written and verbal communication to explain technical concepts.
• Valid driver’s license for travel within Washington.
• Combination of education/experience as specified in the posting.

Responsibilities

• Develop wastewater discharge permits, including NPDES and State Waste Discharge permits.
• Review permit reports and water quality monitoring data to assess facility compliance.
• Conduct facility inspections, carry out sampling, and document findings in inspection reports.
• Provide technical assistance to industrial facilities and internal colleagues.
• Investigate complaints and support compliance reviews.
• Help develop enforcement recommendations and related actions.
• Review engineering reports submitted by industrial facilities under licensed engineer guidance.
• Explain complex technical issues clearly, both verbally and in writing.
• Collaborate with Ecology Communications when responding to media inquiries.
• Learn to review engineering reports tied to ISGP and individual NPDES permits.
