Job summary

Washington State Department of Ecology is hiring an Industrial Wastewater Permit Manager (Environmental Engineer 2) in the Northwest Region, Shoreline, WA. The role develops NPDES and SWD permits for industrial facilities, conducts inspections, and provides technical support to ensure clean water protection across the region.

The position offers telework options after probation, with at least two in-office days weekly, and requires living within commutable distance to Shoreline.

Qualifications

• Six (6) years of experience and/or education related to the duties of the position.
• Permit development: evaluate permit applications and technical documents to develop accurate permits.
• Regulatory interpretation: interpret laws and policies to ensure permits meet requirements.
• Engineering review: assess reports, treatment systems, and monitoring data for issues.
• Engineering tools & methods: use tools and models to support evaluations.
• Field inspection & sampling: conduct on-site inspections and sampling to verify conditions.
• Technical collaboration: work with facilities, tribes, local governments, and colleagues.

Responsibilities

• Develop wastewater discharge permits.
• Review water quality monitoring data to determine facility compliance.
• Conduct facility inspections, provide technical assistance, and write inspection reports.
• Conduct water quality sampling and analyze monitoring data to evaluate compliance.
• Assist with the development of enforcement actions.
• Communicate complex technical issues clearly, in plain language.
• Collaborate with Ecology Communications to respond to media inquiries.
• Learn to review engineering reports for ISGP and NPDES permits.
