Job summary

WSP is seeking a Senior Vice President, Project & Program Management to lead CBTC program delivery in New York City. This role manages a team on mega rail projects, ensuring on-time, on-budget performance and strategic client relationships.

Requires extensive transit program management experience and executive communication skills. The position involves developing PM plans, coordinating with agencies, and mentoring staff while upholding WSP’s safety and ethics standards.

Qualifications

• Bachelor’s Degree in Engineering.
• Extensive Design‑Build project delivery experience on transit projects as a Program Manager.
• 25+ years of relevant experience.
• Proven experience in the delivery of public rail transportation infrastructure projects, with construction costs in excess of $1 billion.
• Proven experience in successfully managing the delivery of a major transit program with multiple connected projects.
• Advanced SME-level proficiency with transit and rail engineering principles and permitting issues.
• Strong oral and written communication skills and ability to engage at an executive level.
• Excellent computer skills—Word, Excel, PowerPoint.

Responsibilities

• Serve in a program director role on mega rail transportation projects.
• Lead the delivery of CBTC transformation projects through design, construction and closeout.
• Manage client interests while driving on‑time and on‑budget delivery.
• Familiar with NYCT or similar agency policies and procedures.
• Independent review of project progress and schedule analysis.
• Provide solutions to project issues and improve performance metrics.
• Develop and maintain Project Management Plans including controls, risk, safety, quality, and environment.
• Maintain relationships with clients, agencies, partner firms, sub-consultants and vendors.
• Lead staff development, mentoring, training and professional growth.
• Ensure performance and profitability of consultant contracts.
• Create a learning culture and implement effective communication strategies.

Education

Bachelor’s Degree in Engineering

MS Degree (Engineering)

PE License in New York State

PMP Certification

Strong oral and written communication skills

Excellent computer skills (MS Office)
