Job summary

WSP USA is seeking a Senior Vice President, Project & Program Management to lead mega rail CBTC transformation programs in New York City. The role focuses on delivering on-time, on-budget results across multiple connected projects, with heavy interaction at executive levels.

Ideal candidates will have 25+ years in transit project delivery, advanced rail engineering SME knowledge, and proven success managing large program portfolios while ensuring safety and compliance.

Qualifications

  • Bachelor’s Degree in Engineering.
  • 25+ years of relevant experience in transit project delivery.
  • Proven experience delivering public rail infrastructure projects with costs > $1 billion.
  • Experience managing major transit programs with multiple connected projects through design and construction.
  • Advanced SME-level knowledge of transit and rail engineering principles and permitting.
  • Strong executive communication skills.
  • Excellent computer skills - Word, Excel, PowerPoint.
  • Must be able to work in the US and be in the NYC area five days per week.

  • Develop and maintain Project Management Plans including controls, document control, risk, safety, quality, and environment.

WSP is currently initiating a search for a Senior Vice President, Project & Program Management to work in New York City, New York as Program Director, CBTC

Your Impact
  • Serve in a program director role on mega rail transportation project delivered via various delivery methods
  • Lead the delivery of multiple connected design-build CBTC transformation projects, through the design, construction and closeout phases
  • Manage the commercial interest of the client while driving the on-time and on-budget delivery
  • Be familiar with NYCT (New York City Transit) or similar agency policies and procedures
  • Responsible for independent review of project progress
  • Perform schedule review and analysis
  • Provide solutions to project issues
  • Review and strategize improvement to key operational performance metrics
  • Support and empower staff and direct reports to execute project assignments on time and on budget
  • Develop and maintain Project Management Plans to include Program Controls, Document Control, Design Management, Risk Management, Safety Management, Quality Control, and Environmental Compliance
  • Develop and maintain relationships with public and private sector clients, agencies, partner firms and sub-consultants, as well as other external stakeholders such as vendors and suppliers.
  • Lead staff development which includes mentoring, training, coaching and professional development.
  • Accountable for overall management and successful execution of consultant’s contract to ensure performance and profitability.
  • Create a learning culture that values innovative subject matter expertise and fosters effective and continual personal development.
  • Develop and implement a communication strategy to increase the effectiveness of discipline-related processes, systems, and practices, and mitigating discipline-related risks.
  • Serve as program management discipline subject matter expert to a variety of internal / external entities including Federal, State, and Local Agencies, Clients, Subcontractors, industry-related groups, and various government and community entities.
  • Manage overall delivery team’s performance and provide inspiring leadership to assigned management and staff.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business and client needs.
Who You Are
Minimum Qualifications
  • Bachelor’s Degree in Engineering
  • Extensive Design-Build project delivery experience on transit projects as a Program Manager
  • 25+ years of relevant experience.
  • Proven experience in the delivery of public rail transportation infrastructure projects, with construction costs in excess of $1 billion
  • Proven experience in successfully managing the delivery of a major transit program consisting of multiple connected projects through design and construction.
  • Advanced SME-level proficiency with transit and rail engineering principles, practices, process, standard of care, and the application to permitting and project work-related issues.
  • Strong oral and written communication skills and ability to engage at an executive level.
  • Excellent computer skills - Working knowledge of Microsoft Office Suite particularly Word, Excel and PowerPoint
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures. Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.
  • Ability to work in the US
  • Required to be in the work location 5 days per week.
Preferred Qualifications
  • MS Degree (Engineering)
  • PE License in New York State
  • PMP Certification
  • Experience in delivering CBTC programs managing a design-builder on behalf of the transit agency
  • Design/Build or other alternative delivery experience as a program manager or program director

Compensation

Expected Salary (all locations): $320,800-370,300

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
