Job summary

Celestial Innovative Solutions LLC in Maryland seeks a UX Designer to bring human-centered design to state service initiatives, improving end-to-end experiences for public users and state staff. You will guide designers, researchers, content strategists and technical teams, run workshops, develop personas, journey maps, wireframes and prototypes, and ensure accessibility and measurable outcomes.

Qualifications

Minimum five (5) years of experience in user experience and service design.
Bachelor’s degree or equivalent experience required.

Responsibilities

Plan, design, and conduct qualitative and quantitative user research including interviews, usability testing, and contextual inquiry with state staff, healthcare providers, and the public.
Map complex service ecosystems and end-to-end user journeys to identify friction points and opportunities for optimization across cross-agency workflows.
Lead interactive discovery workshops and co-design sessions with agency leadership and technical teams to align business goals with user needs.
Create UX artifacts like personas, wireframes, user flows, site maps, and interactive prototypes for enterprise portals and provider-facing tools.
Partner with Product Managers, Business Analysts, and Agile teams to ensure implementations meet HCD principles, accessibility standards, and user requirements.
Collaborate with project leadership to establish UX performance metrics and iteratively improve usability and program outcomes.
