Job summary

City of Alexandria seeks a Senior Utilities Engineer (CE IV) to lead the Utility Inspections team and oversee the Permits and Inspections Division within T&ES. You will supervise four inspectors, ensure compliance with city codes, and coordinate with utility companies and developers.

The ideal candidate holds a Civil Engineering degree, 8 years of experience, and a Virginia PE license within six months. GIS and Cityworks experience highly valued, with strong leadership and communication skills.

Qualifications

Bachelor’s degree in Civil Engineering or related field and eight years of experience.
Must possess or obtain a Virginia Registered Professional Engineer license within six months.
Strong knowledge of utility design, construction, and inspection practices.
Understanding of right-of-way management, permitting processes, and erosion control standards.
Experience in supervisory or leadership roles within engineering, permitting, or inspection programs.

Responsibilities

Directly supervise, mentor, and evaluate the Utility Inspections team; provide guidance and performance oversight.
Assist with oversight of Permit Center, development project coordination, and process improvements.
Review engineering input on private utility permit applications, drawings, and inspection reports.
Evaluate franchise and license agreements for compliance with policies and right-of-way requirements.
Lead development and implementation of utility construction policies and technical standards.
Track division-wide performance metrics and coordinate across departments.
Coordinate with GIS to maintain a citywide utility coordination map.
