Job summary

WSP USA invites applications for the Vice President, Civil Engineering Transportation Project Manager role to lead and grow Northern California transportation programs. The position will guide multidisciplinary teams, manage Caltrans and local agency projects, and drive pursuit and client relationships across San Jose, San Francisco, Oakland, and Sacramento offices.

The role oversees PID, PA&ED and PS&E work, ensures schedule, budget, risk management, and quality control, and strengthens WSP’s

Qualifications

• Bachelor’s degree in engineering or closely related discipline.
• Active California Professional Engineer (PE) license.
• 12+ years of relevant post-education civil engineering and highway design experience.
• 10+ years delivering Caltrans related projects.
• 5+ years of project management experience.
• Advanced proficiency with Caltrans Design Development process, highway design and construction practices.
• Demonstrated ability to lead and grow highway design and transportation practice.
• Strong management and leadership skills with experience leading mid-level to senior staff.
• Proven track record delivering projects on time and on budget with quality control.
• Strong established client relationships and Northern California contacts.
• Analytical and organizational skills with business acumen for project mgmt.
• Advanced problem-solving, interpersonal, and communication skills.
• Excellent self-leadership, attention to detail, and multi-tasking.
• Ability to guide staff in project management best practices.
• Experience with MS Office, PM tools, and related software.

Responsibilities

• Lead delivery of transportation projects for Caltrans and local agencies in Northern California.
• Manage PID, PA&ED and PS&E projects across full lifecycle; serve in key leadership roles.
• Plan and execute projects, including scope, schedules, and fees.
• Participate in contract negotiations and contract administration.
• Provide project management oversight for financial performance and quality control.
• Ensure high-quality PS&E documents, reports, and memos.
• Guide staff in project mgmt best practices and QA/QC adherence.
