Job summary

Effingham County is seeking a qualified transportation project manager to plan, design, and oversee roadway capital projects from concept through construction. The role requires coordinating with GDOT, reviewing permits, and ensuring compliance with county standards to deliver safe, well-designed transportation infrastructure.

The position emphasizes cross-agency collaboration, grant coordination, and providing technical direction to a project team.

Qualifications

Bachelor's degree in Civil Engineering or closely related field.
Five+ years of progressively responsible experience in transportation engineering, roadway design, construction inspection, project management, or municipal permitting.
Familiarity with GDOT standards, permitting, right-of-way processes, and local government capital improvement procedures.

Responsibilities

Plan, design, and manage roadway and transportation capital projects from concept through construction and closeout.
Develop and review project scopes, engineering designs, cost estimates, schedules, specifications, bid documents, and budgets.
Review driveway permits, right-of-way encroachment permits, road cut permits, and transportation-related development plans.
Coordinate with departments, developers, engineers, contractors, utilities, and agencies to resolve design deficiencies and permitting issues.
Monitor transportation projects funded through local or state sources and maintain project schedules and funding documentation.
