Job summary

The City of Portland seeks a Senior City Transportation Planner to lead transportation planning, program and policy design within PBOT's Planning Division. This senior role combines project management, technical expertise, and community engagement to advance curb management and parking initiatives.

You will guide policy development and program delivery, supervise teams, and collaborate with internal and external partners to achieve equitable mobility outcomes for Portland's streets.

Qualifications

• Experience applying theories, principles, standards, practices, and current trends in transportation planning and policy, parking and curb management, urban design, and space utilization to address growth management issues.
• Ability to manage large, complex, and politically sensitive transportation projects and contracts, including setting budgets, managing schedules, and ensuring the quality of work products.
• Experience consulting with and managing teams, building effective working relationships, resolving conflicts, and building support at all levels of an organization and with diverse stakeholders.
• Experience using effective communication skills and producing high-quality visual representations of spatial information related to land use and urban design.
• Experience developing and coordinating equity-focused public involvement and outreach for complex and politically sensitive projects.

Responsibilities

• Lead development of curb management and parking initiatives with cross-department collaboration.
• Serve as program lead and project manager for updated policy and implementation in parking and curb areas.
• Advance planning work including creation of Parking Management Districts and related projects.
• Provide expert guidance on policy, program and project approaches to curb management and equity goals.
• Act as PBOT representative on complex planning, urban design, and infrastructure projects.
• Deliver strong programs through partnerships with community organizations, residents, businesses, officials, and staff.
• Prepare studies, analyses, renderings, models and written materials addressing transportation and urban design issues.
• Implement innovative parking and curb programs advancing equity and mobility.
