Job summary

VHB seeks an Engineering Technical Lead for Transit & Rail to guide a team of engineers on complex rail programs in a hybrid Philadelphia, PA or Lansdale, PA setting. You will oversee engineering design across major projects, navigate interfaces between disciplines, and mentor junior engineers while pursuing new opportunities.

Qualifications

• B.S. in Civil Engineering or related field; M.S. preferred.
• 11+ years in engineering, construction, or transit and rail.
• PE license required.
• Experience delivering transit/rail capital programs.
• Familiarity with submittals, RFIs, QA/QC, and project controls.
• Experience with PMIS platforms such as e-Builder or SharePoint.
• Strong writing, communication, and coordination skills.
• Knowledge of AREMA, FRA, FTA, and APTA guidelines.
• Experience with Amtrak, SEPTA, DRPA, PATCO, NJ Transit, or NY MTA preferred.

Responsibilities

• Provide technical leadership and design oversight for rail/transit projects (design, construction, rehabilitation, capital improvements).
• Coordinate with multidisciplinary teams and manage interfaces between disciplines to ensure integration.
• Plan construction sequencing, WBS, phasing, site access, and outage windows with operations teams.
• Implement QA/QC programs, ITPs, acceptance testing, and qualification oversight.
• Review contractor submittals, RFIs, material approvals, nonconformance reports, and docs.
• Support project controls: scheduling, cost tracking, risk management, change management, progress reporting.
• Provide technical direction to contractors, inspectors, and project teams; resolve field issues and support claims.
• Lead testing/commissioning activities; ensure track geometry acceptance and signal integration.
• Maintain active PE license; sign/seal plans; present updates to clients and stakeholders.
• Stay current with track design practices and technologies to enhance delivery.
